Eu por exemplo, fiquei estarrecido! Neste ano, j\u00e1 estive por tr\u00eas vezes, duas acompanhado dos grafiteiros Xluts e Prisk, fazendo registros de grafites nas barracas e outra com os estudantes americanos.<\/p>\n<p>Quando se fala em Alagados, vem imediatamente as \u201cPalafitas\u201d, existente h\u00e1 d\u00e9cadas. Alagados n\u00e3o \u00e9 uma favela. Alagados se tornou uma designa\u00e7\u00e3o. Muitos moradores da regi\u00e3o evitam esse nome. Preferem dizer que moram no Uruguai, Jardim Cruzeiro ou Massaranduba. As palafitas s\u00e3o barracas de madeira muito fr\u00e1geis, apoiadas por estacas fincadas na enseada dos Cabritos, que desemboca na Ba\u00eda de Todos os Santos. Os acessos pelas pontes estreitas que conduz as barracas s\u00e3o um perigo. Quem n\u00e3o conhece bem est\u00e1 sujeito a pisar no buraco e cair na \u00e1gua. O cheiro forte que exala das fezes \u00e9 insuport\u00e1vel, al\u00e9m do lixo, entulhos e garrafas pl\u00e1sticas que s\u00e3o jogados nas margens da enseada, tornando o ambiente degradante.<\/p>\n<p>Os moradores das Palafitas s\u00e3o considerados de segunda classe at\u00e9 pelos que residem na favela em terra firme. Os problemas s\u00e3o muitos: extrema pobreza, falta de higiene e alimenta\u00e7\u00e3o adequada (\u00e0s vezes se alimentam de mariscos colhidos no lodo perto das palafitas), verminoses, diar\u00e9ias, entre outros.<\/p>\n<p>As ONGs, institui\u00e7\u00f5es e grupos culturais, volunt\u00e1rios e a pr\u00f3pria comunidade se mobilizam para modificar esse panorama. Essa situa\u00e7\u00e3o j\u00e1 tem prazo para as mudan\u00e7as. O Governo do Estado da Bahia, atrav\u00e9s da Companhia de Desenvolvimento Urbano (Conder), com verbas do Banco Mundial e contra-partida do pr\u00f3prio Estado, est\u00e1 executando obras de urbaniza\u00e7\u00e3o integrada na \u00e1rea para constru\u00e7\u00e3o de moradias populares (villages, apartamentos geminados e casas em terra) para transfer\u00eancia dos moradores das Palafitas. O prazo de conclus\u00e3o da Etapa Alagados 4 \u00e9 de 18 meses. Com a implanta\u00e7\u00e3o das Etapas Alagados 5 e 6, o Governo pretende erradicar defitivamente as Palafitas. The stilt houses are shacks made of flimsy wood, resting on poles driven into the Inlet &#8220;dos Cabritos&#8221; that leads into the Bay of All Saints.\u00a0 The access along the narrow plankways that lead to the shacks is dangerous.\u00a0 Anyone who is unfamiliar with walking on them could slip in a crack and fall in the water.\u00a0 The strong stench that arises from the sewage is unbearable, along with the garbage, debris and plastic bottles that are dumped on the edge of the inlet, completing the degraded environment.<\/p>\n<p>The inhabitants of the stilt houses are considered to be second class citizens, compared to those who reside in the favelas on land.\u00a0 The problems are many: extreme poverty, lack of hygiene and adequate diet (sometimes they eat shellfish that they catch under their houses), worms, diarrhea, and so forth.<\/p>\n<p>NGOs, institutions and cultural associations, volunteers and members of the community are mobilized to modify this panorama.\u00a0 This situation already has a deadline for change.\u00a0 The government of the State of Bahia, through the Company for Urban Development (Conder), with funds from the World Bank and a matching sum from the state, is executing integrated urbanization works in the area, for the construction of popular housing (villages, bi-familiar dwellings, and houses on the land), where the inhabitants of the stilt houses will be relocated.
